Antenna compliance in Bunbury: what actually applies.
Most people assume an antenna is unregulated, and most installers are happy to let them keep assuming it. The truth sits in between: no council permit for a normal house, but real standards, real earthing rules, and a real safety duty on the roof.
The council question, answered plainly.
For a normal domestic TV antenna on a house, you do not need approval from the City of Bunbury, and you do not need it from the Shire of Harvey in Australind, the Shire of Capel in Dalyellup and Gelorup, or the Shire of Dardanup in Eaton either. - AS/NZS 3000. The wiring rules. Relevant because a masthead amplifier needs a power supply, and how that supply is provided is electrical work.
- AS/NZS 1170.2. Wind loads. The South West coast sits in wind Region A, and the mast and bracket have to be chosen and fixed for it, not just wedged in and hoped for.
- AS 4312. Atmospheric corrosivity categories. Licensing: the honest picture.
Nobody needs an antenna installer’s licence in Western Australia, because there is no such thing. What does exist is narrower and often ignored. Anyone doing mains electrical work needs a WA electrical licence, which is why a properly run job either uses a plug-pack power supply for the amplifier or brings in a licensed sparky rather than quietly hard-wiring it. And under the WA work health and safety regulations, working at height on a roof carries a legal duty to manage the fall risk, which is a real obligation and not paperwork. An operator who arrives alone, leans a ladder against a wet Withers tile roof and free-climbs it is not saving you money, he is transferring risk onto your property.
Earthing: the failure we find most.
If you take one thing from this page, take this. AS 1417 requires the mast and antenna to be properly bonded and earthed, and on Bunbury roofs it is the single most commonly skipped step. A budget installer saves fifteen minutes and a few dollars of earth wire and clamp by leaving it out, and the customer never knows, because an unearthed antenna works perfectly. It works right up until it does not. An unearthed steel mast on a coastal roof is a lightning path and a fault path, and the fact that it has been fine for ten years proves nothing at all. Earthing costs almost nothing as part of a proper install and it is the first thing we check on any repair.
A worked example.
A recent Eaton job: a five-year-old antenna, fitted by a handyman, working fine. Metering was healthy. But the mast had no earth, the down-lead was builder-grade RG59 stapled through the eave with the sheath nicked, and the amplifier plug-pack was hanging in the roof space off a lampholder adapter. Nothing about that shows on the screen. Bringing it to standard, an earth to AS 1417, a fresh quad-shield RG6 lead-in properly gland-sealed, and a correct supply arrangement for the amplifier, came to $310. That is a cheap fix for three real hazards that had been sitting over the family’s heads for five years.
